I'm reading the IMPACT-se / UN-Watch report
Checking the veracity of the accusation leveled by Washington yesterday against UNRWA
On Page 1 - Introduction - top of the second column, the authors say,
".. UNRWA deliberately and systematically hires teachers who publicly praise Hitler ..."
Wow.
There are no footnote numbers in the text of the report; but I see there are footnotes at the bottom of each page. The footnotes under the Introduction are numbered 1, 2, and 3 - beside these are a collection of titles and links; they are not organized in a way that illuminates to the reader what parts of the two columns above they relate to.

In the first link which goes to the UN’s site, a readout of UNRWA Commissioner-General Philippe Lazzarini’s review of the agencies work which near the bottom of the document addresses an ongoing campaign of slurs against UNRWA, and in defense of the agency he manages, he says,
"Since 2018, UNRWA has faced growing attacks from politically motivated pressure groups on its education programme aiming at delegitimizing the Agency and erode the rights of Palestine refugees."
The next link in the line of semi-colon separated links is the first links' counterpoint; the link leads to an article in The Jerusalem Post from July 30, 2020.
Reads the headline / bi-line:
"New UNRWA head to 'Post': No glorifying terrorists in our schools
"PALESTINIAN AFFAIRS: Philippe Lazzarini tells the ‘Post’ how he plans to keep incitement out of Palestinian curriculum."
So the report's first accusation - which asserts that UNWRA hires people who praise Hitler - in the Introduction no less - uses the school-child’s trick of turning an interloculars' statement affirming something - into a promise that going forward they will pursue that something; falsely intimating that they hadn't done so before.
Which, if we read Philippe Lazzarini's full comments on this topic at the first link, reveals that his agency is particularly sensitive to the issue as it’s activities are in a large part in The Levant, the forever Arab-Israeli struggle that is the racial harmony struggle of the century (and the last).
The paper is written at a high school level, and shames the people who bring it to the institutions that they have; it is especially insulting to topic matter it claims to address.
