BBC 4 report says Israeli intelligence dossier provides no evidence to back public claims - says Truthout article quoting The Daily Beast, who says they've also seen a copy of the secret Israeli report:

I'm reading the IMPACT-se / UN-Watch report to check the varacity of the accusation level by Washington yesterday,

On Page 1 Introduction top of the second column the authors say, ".. UNRWA deliberately and systematically hires teachers who publicly praise Hitler, ..." --- so I examined the footnotes at the bottom of the page - there are no footnote numbers in the text - and the footnotes are number 1, 2, and 3 - but beside these are just a collection of pubic links they are not organized in a way that illuminates to what parts of the two columns above they relate to.

I dig in:

Footnote #1 --- Philippe Lazzarini, UNRWA Commissioner-General in defense of the agency asserts,

"Since 2018, UNRWA has faced growing attacks from politically motivated pressure groups on its education programme aiming at delegitimizing the Agency and erode the rights of Palestine refugees."

The next link in the line of semi-colon separated links, it is now apparent to the reader, is the first links' counterpoint. The link leads to an article in The Jerusalem Post from July 30 2020, reads the headline and a bi-line:

"New UNRWA head to 'Post': No glorifying terrorists in our schools

".. Philippe Lazzarini tells the ‘Post’ how he plans to keep incitement out of Palestinian curriculum."

So the report's first accusation - which asserts that UNWRA hires people who praise Hitler, and in the Introduction no less - is the cheap trick of turning an interloculars' statement affirming a policy - into a promise that going forward they will pursue such a policy - falsely intimating that they hadn't done so before ... Which if we read Philippe Lazzarini's full comments on this topic, reveals his agency is particularly sensitive to the issue as in the Levant, the forever Arab-Israeli is the struggle in this regard, of the friggin' century

The paper is written at a high school level and shames the people who bring it to the topic matter it claims to address.
